Total equations of motion of an incompressible fluid are
investigated taking account of relaxation phenomena for
viscous stresses and heat flux. In the K. I. Strakhovich
class of solutions the fluid flows are considered that
contain a strong hydrodynamic discontinuity. The
conditions of motion are analyzed under which the
dissipative function is negative.
